Mark Lipford

Chief Operating Officer (COO)

Mr. Lipford joined Summit Broadband as COO in July, 2014. Mr. Lipford provides the leadership, management and vision necessary to ensure that the Florida operation has the proper operational controls, administrative and reporting procedures, people, and systems in place to grow the organization and to ensure financial strength and operating efficiency.

Mr. Lipford started his career in telephony with Ohio Bell. Subsequently he worked for Commonwealth Telephone Company, Taconic Telephone Company and Norstan before moving into Cable Television with Time Warner. At Time Warner he was tasked with rolling out the first public switched telephone service by a cable company in the country. He then moved to Cablevision where he had responsibility for one million customers in the New Jersey region. Moving to Las Vegas to become Regional VP/GM for Cox Communications, Mr. Lipford grew the region to 435,000 customers and nearly $500M in annual revenue. Mr. Lipford joined Comcast during the arrival of Verizon Fios to the Sarasota market. Despite the entrance of a competitor, the market flourished under his leadership. Next, Mr. Lipford switched gears and went to work on the vendor side at Ericsson. Leading the television and media management business, revenue grew from $36M to $364M annually.

Mr. Lipford holds a Bachelor’s degree in Political Science/Pre-Law from Ohio Northern University and a Master’s degree in Labor Relations from University of Akron.

Bryan Pascua

 Vice President, Information Technology

Mr. Pascua joined Summit Broadband in May 2017. He currently serves as Vice President of Information Technology responsible for the company’s strategic IT goals. He is also responsible for developing, maintaining and executing the strategic plan for the company to drive process improvement and efficiencies for the business with technology.

With more than 24 years in the digital cable industry, Mr. Pascua held senior technology positions at Time Warner Cable, PowerTV, and Scientific Atlanta.  His most recent position was with Bright House Networks as the Senior Director of Solutions Delivery and Operations, responsible for the design, development and implementation of technology solutions for both the business and the customer.

Andy Kissenberth

Sr Vice President, Sales

Mr. Kissenberth joined Summit Broadband in February, 2010. He currently serves as the Senior Vice President, Sales responsible for the company’s revenue growth and customer expansion in Florida. He is also responsible for brand and product marketing. From 2010 through 2013 he served as the VP/GM in Orlando responsible for revenue growth, network expansion, network optimization, vendor management, integration efforts, business development and customer service.

Mr. Kissenberth began his telecommunication career in 1994 with MCI Telecommunications (Verizon). He was responsible for growing small to medium commercial and wholesale revenue in Central Florida. He later joined EPIK Communications, which merged with Progress Telecom and ultimately was acquired by Level 3 in 2006. During his time with Level 3, Mr. Kissenberth focused on the regional wholesale carrier business in sales, marketing and business development in the southeast USA.

Mr. Kissenberth holds Bachelor’s degree from University of Florida.

Paula Meads

Vice President, Finance

Ms. Meads joined Summit Broadband in September 2015 as VP, Finance. In this role, Ms. Meads is responsible for all accounting, contract administration, financial reporting and cash flow management of the Florida operations. In addition, Ms. Meads oversees the Business Operations department with responsibility for Purchasing/Inventory, Real Estate and Fleet. She also oversees the compliance of federal, state and local regulations.


Ms. Meads has held progressive accounting and finance positions in health care, vacation ownership, government contracting, telecommunications, Cable TV, engineering and design, construction, fulfillment, VOIP and managed services. Prior to joining Summit Broadband, Ms. Meads was CFO of CCI Systems, a business with multiple product offerings. As CFO, Ms. Meads had executive oversight and strategic control for financial and statutory requirements across accounting, business, planning, tax, employee stock purchase plan, treasury, audits, cash flow, reporting, organizational development, and contract negotiations.

Ms. Meads holds a Bachelor’s degree in Accounting from Michigan Technological University and a Master’s degree in Accounting from Kaplan University.

Brenda Kincaid

Vice President, Culture and Talent

Ms. Kincaid joined Summit Broadband in 2009, shortly after the acquisition of Orlando Telephone Company, as part of the finance team with responsibility for human resources. As the company grew, her role shifted to human resources with establishment of employee culture. Additionally, Ms. Kincaid served as Corporate Secretary with oversight of investor relations and corporate governance. In January, 2016, Ms. Kincaid was promoted to Vice President, Culture and Talent and currently manages all human resource, payroll, training and quality assurance functions.

Ms. Kincaid began her career in accounting, holding positions in advertising/public relations and professional services firms. Upon relocating to Orlando, Ms. Kincaid began working in an accounting/human resources role for a consulting firm led by some of the nation’s top human resource executives. As an internal employee of a consulting firm, Ms. Kincaid was able to increase the knowledge of employment laws, leadership development, employee relations, and the importance of balancing the needs of the organization and the needs of the employees. Ms. Kincaid holds a Bachelor of Science in Business Education from Northeast Missouri State University and holds a current Professional in Human Resources (PHR) and SHRM-CP certifications.

Florencio Bulanhagui

Vice President, Engineering

Mr. Bulanhagui serves as Vice President of Engineering for Summit Broadband. His responsibilities include managing the complete life cycle of all engineering functions at Summit Broadband including OSP, ISP, Fiber, Construction, Headend and the Network Operations Center.

Mr. Bulanhagui is well known in the industry as an early adopter of FTTH technologies and has deployed both 1G GPON and 10G XGS PON technologies to the residential and commercial markets.


Prior to his service at Summit Broadband in 2011, Mr. Bulanhagui was the Director of IT and RF Plant Chief Engineer for Resortvision in Orlando, Florida. Mr. Bulanhagui served in the US Navy as a Trident II Missile Technician/Nuclear Weapon Security Assistant on the USS Maine.

Mr. Bulanhagui graduated with a diploma in Marine Systems Engineering from the U.S. Navy Trident Training Facility and has completed the prestigious Executive Leadership program at Cornell University.
